You can see these effects in action on NPCs with a few mods. If you have the Lucien mod, he has one of those abilities - called Skill Boosts - so theoretically he can outdamage his buddy Inigo in combat with strong enough enchantments and enough training. The enemy mod Lawless gives Heavy Armor bandits a variant on the combat regen effect so they can make use of the Simonrim HA regen perks.
