-You can download free community mods as well as paid content from bethesda through the in-game "Creations" tab. Just be aware that the in-game mod handler is not a good tool for managing more than about 5 mods. Learn to use a third-party mod manager for better control.
-There are tens of thousands of free community mods for PC here https://www.nexusmods.com/skyrimspecialedition/ (you don't need one of the paid memberships, just hunt a bit more for the free signup; paid membership just gets you faster downloads): There are other websites that have community mods that you can learn about either from a forum search of googling.
