Report a translation problem
You have a mod that changes Ulfric's appearance and a mod that is later in your load order that changes his appearance again but causes a problem with the facegen. If you can identify the mods then move the mod with "correct" facegen towards the end of your load order so that it acts last will probably fix it.
Conflict might be between one of the new mods and your existing mods or it might be within the new 32 mods.
You have to do some detective work.
My guess is that you installed SkySight and then a mod that changes Ulfric in which case moving Skysight to the end of your load order might fix it.
Sometimes mods have patches to prevent this, as a last resort you can make your own patch but I've never attempted that.
SkySight Skins is a mod that alters all non-beast male appearances. Probably load this mod as low in load order as possible, at least below any mod that alters Ulfric and The Thief.

Might not be necessary if it's a load order problem!
ps, you don't just look for the order of mods in a load order when looking at many problems. A posted load order also tells you the actual names of mods that are included.
