Quest: Restoring Order
Description; I managed to find out that the powerful sorcerer Thoron supplied the bandits of "saints" and "seducers" with money. He himself conducts dangerous experiments somewhere in Solitude. We need to find out where this Thoron is hiding.
There are no signs where to go. I looked all over Solitude and couldn't find it. If anyone knows where to look for this sorcerer, please tell me. (I will be very grateful)

go into your quest tap and make sure it is marked. I have found that someone tells me that they updated my map but the map marker is not their if the quest in not marked (turned on), Sometime mine are turn on and sometimes not.

He is in the sewers. After you deal with both bandit leaders(and read their journals) and talk to Ri'saad again you should have a map marker upon entering Solitude that leads you to the sewers.
