Report a translation problem
Verify the game files, and try to launch it as admin. Check if all skse plugins are up to date. Re-run the open anim tool.
Providing the LOOT summary might help as well.
Vortex will tell you if your missing something
Vortex will tell you if you have cycles in your LO and help you fix it
MO2 does not do this , plus you have to manually adjust your LO.
Since you have spent so much time trying to fix an inferior program, i suggest you do the switch to Vortex. Every mod you download from Nexus mods gives you a button to TRACK it, so later on you can easily see all your mods by choosing the "Tracked Mods" category.
You will be starting from scratch to get everything organised in Vortex but trust me, it's worth the time. Just my personal 2 cents worth.

i came from console where there was no LOOT or real assistance learning how to mod and no choice but to do it manually.
i used MO2 at first and had more problems getting my LO right than i did on console.
Vortex is even more streamlined as well considering that 7zip is integrated into it instead of having to download another app.
i currently run close to 300 mods and over 15,000 animations through FNIS using Vortex and the help it gave me.

so you can judge me from a single statement if you want , but its inaccurate.
i have the tech ability to use MO2 i just choose not to and get the same mod experience using Vortex that you do using MO2 with less complications.
That info is needed before anyone can look at whether or not you have the correct version of SKSE64, and your load order.
MO2 does actually do these things.
MO2 doesn't need to do this because it's impossible to have a cycle.
