No, He is just not there, And the marker is just in his throne.
I have done so many times, Still nothing.
I went back before even starting the quest.
Well crap...
I am assuming there are no mods in the mix....
As a matter of fact, I do have a lot of mods, But none that affect the dawnguard questline other than the fort dawnguard itself looking better.
This might be just what i need, I'll definitely try.
For example, I had a problem recently with Pieces of the Past not starting up. I was only playing it to hear some follower dialogue, so I didn't mind using setstage to get through it as I was fine with reloading to before I used the console and ignoring the quest in my actual save. So, I figured fine, I'll brute force it. Used setstage to advance one step at a time until something seemed to happen (I got the quest starting up in my journal, Silus gave some dialogue, my follower had his conversation about it).
Then I fast traveled to Morthal because I knew that was one of the locations, and tried to talk to the guy to get his piece of the Razor. Nothing. No quest dialogue, no quest marker (this was a no SKSE playthrough as I started it when AE first launched). Opened the journal and realised the journal entry was borked, too. No map markers, either, and setstage wouldn't do anything more.
Fortunately, I checked through my mods in xedit and found only two had any connection to that quest, and when I looked on the Nexus, one of them had an update because the version I was using had accidentally messed something up with the quest, I was able to update and the quest ran smoothly when I loaded to before I went to the museum.
