But not all npcs like Revyn Sadri will return back being nice again after you screw him over on his quest to return the ring
So how to increase their Disposition toward you, and thus make them like you again? Safest way is to do quests.

Not using one specific mod. Tempus Maledictum pack from Wabbajack.
It's not the deposed jarls (obviously they hate me, whatever). It's just any random citizen/guard. Any city I go to about half of the people are in the "Dragonborn, you saved us from Alduin" mood while the other half are in the "I hope the gods smite you" mood.
Unfortunately this isn't really an option at this point because I am quite deep in this playthrough and most quests are done. About only ones left is a couple of modded ones I either am not interested in or haven't gotten around to doing yet.
I did play around with these commands to a degree. Interestingly enough when looking at people's disposition toward me in the console it showed a zero for the number, not liked or hated. And that applied to both those who wanted me dead and those who worshiped the ground I walked on.
I only briefly tried to alter these numbers (finding faction id's was annoying) but it didn't seem to do much. They went from cursing me to just not saying anything (I could still choose dialogue options, shop, etc.). So that ended up being a reload to avoid more potential breaking of the game.
If I knew that I wouldn't be in this mess, lol.
