any way to revive an already dead NPC?

im looking to bring Ilas-Tei back but the normal resurrect command does nothing. Is there anything I can do? or is he(or she due to the cut dialogue) screwed?

No! Ilas-Tei is an NPC who starts dead in the game (from game start). The resurrection command doesn't work for such NPCs. Without a mod there's nothing you can do!

Beside this specific NPC, it's never a good idea to resurect NPCs tied to quests.
The way Skyrim handles death NPC make resurecting them prone for breaking your game.

to elaborate some more upon death the game runs a script that states to the game this npc is dead so in reviving a named npc the npc will be alive, but there's a reasonable chance the npc has only a generic personality
