Are there free Creation Club items now?
Before the Creations update some Creation Club items were periodically free (and so I grabbed some Alternative Armors and Saturalia Pack. To be honest, they are not good enough to pay for them, and I am actually considering not using them for my next playthrough.)

Right now I can not see any "free" items. Is the practice discontinued? Or it is just that I already have the items that are free now?

The 4 you are thinking of:
Fishing
Survival Mode
Rare Curios
Saints and Seducers
are part of the base game, the same as Dawnguard, Hearthfire, and Dragonborn are, so they are not "free", but are an inherent part of the game itself. As for the other 70 Creation Club Items being periodically individually offered for free, I believe that ended when they were bundled as the AE DLC.

Some Creation Club items were made free after the anniversary update its the fishing a shivering isles dlc and 2 more i think one might have been a pets one but i cant rememeber and im not 100 percent sure if there are stilll free but i think they are still free now

the ones mentioned above if ou havnt played them are actually really well done . ive yet have any issues with playing them . hope you enjoy them also.

They’ve likely discontinued the practice. Maybe some time in the future they’ll do it again, but with the Creations rebrand and resumption of new paid content, I wouldn’t think it would be until after TESVI releases when most peoples’ attention has shifted to that.

Regardless of the debate over “paid mods”, the current AE Upgrade DLC is a pretty good deal. If you were to purchase all 70 pieces of CC content individually it would cost you somewhere between $150 - $175.
