Other than that I too suspect a mod conflict. You should at least check the order in which they are applied, provided you are running any.
There is no technological difference between Skyrim SE and Skyrim AE; both use the identical SkyrimSE.exe (currently SkyrimSE.exe v. 1.6.1170/skse version 2.2.6). Skse and mods that depend on skse only version check against this main exe. It is possible that you have a mod version mismatch someplace in your load order.
"Anniversary Edition" will only be relevant to your modding if the mod in question modifies records from one of these Creation Club items https://en.uesp.net/wiki/Skyrim:Creation_Club
For what should be a base game mechanic like your merchant situation, if you use USSEP it might be worthwhile to see if you are using the correct version for whatever exe you are running (and as side comment, if you aren't good at sorting through skse compatibility issues you should stick to the most up-to-date game version so the community can help you more effectively).
The Steam store page defines Anniversary Edition as Skyrim Special Edition + Anniversary Upgrade (which is the Creation Club all-in-one deal); Anniversary Edition and Special Edition are the same game under the hood, the only difference being the optional content of the Upgrade. "Anniversary Edition" as such is used so ambiguously as to not be helpful for diagnosing help topics.
The wisest approach to mod versions is to start with the game executable number and then take into account any other prerequisites.
