How do I play this?
Given that there's a forum provided by steam and all the replies are insults.

Sure, jus ask, preferbly with actual questions.

For levelling, you have to use "skills", I.E swords are 1 handed, as u use it, the exp meter will go up, once you reach a certain level, it starts over, and increases ya "level up Experience" omce that bar is full, you'll get a jingle and a prompt to level ip

You get no points just for killing here. How you kill does get the points, use a on-handed sword that skill goes up, a destruction spell that school goes up. When enough skills go up you go up a level, It takes more skills to go up with each level. Yo will find out you got to level 10 with a lot less skills leveling than you will from 10 to 20.

Nope, just use the skills, till you get the "level up" notification, more you use a skill, the longer it takes to increase that skill.

Any good guides? Why Steam allows these joke guides to fill up the guide list is a mystery.
the joke guides, like how to move (WASD), ought to be deleted and the owners banned from ever making another guide. It's like looking for a needle in a haystack.
Game basics like how to level up in skills and work that constellation thing would be nice. I've 6000+ hours on Fallout 4, and all you have to do to get a skill in FO4 is kill people and make shacks. Need to know Nuclear fusion? You don't need a BS, MS and PhD, just kill some folks. Well, Skyrim isn't so stupid, unfortunately.

Best way to advance xp etc is doing quests.

To make your way forward, all you need to do is read and understand the dialogue that either npcs or books throw at you. The early part of game has npcs pretty much throwing stuff at you. As you move along, your quest progression is more dependent on exploration, talking to everyone you see and reading books you come across.

As you fill up your quest journal make sure to pay attention to the border graphics at the top of each quest entry. Each separate quest line has a specific graphic. Examples would be: main story, side quest, winterhold, thieves guild, etc.

To level skills, you must use the associated content of the skill in its intended way to gain experience in that skill. For example, to level up one-handed; you must use a one-handed weapon, but you must be attacking a creature or person with a one-handed weapon and deal damage for the skill increase to apply. The same applies to destruction magic, however, the higher the level the magic spell the more experience is acquired; Novice will get you started at lower levels, but for increased gain, you have to move up to apprentice, adept and so and so forth. Then there are schools like Conjuration, Alteration, Illusion where just USING the spells will give you skill gain. The most non-intuitive for me would be sneaking, you have to have NPC around you while sneaking to get skill gain, but you must know proper pathing and the visual range NPCs can "see" you. Light and Heavy armor skills are increased by simply wearing the associated armor classes and taking damage while wearing them. The purpose of the skill is leveled up by the means you use them. Once you max out a skill you'll have an option to Legendary it, resetting the skill level and refunding all skill points allocated into it upon reset; you WON'T lose any high-tier spells associated with the magic schools you legendary. This effectively allows you to level infinitely, I hope this helps! I may be wrong in a few examples but it's been a while since I've played and recently re-downloaded to do another play-through.

Focus on exploring, and interacting with NPCs. Besides getting new information or being offered quests, you'll also be able to identify skills trainers as well as merchants.
Sometimes you'll find unmarked sties like shrines, chests or road kill with notes that lead you to other sites or quests.

While exploring you'll also be able to gather alchemy ingredients and ores, once you acquire a pickax. At times you'll get attacked and that will increase your weapon and armor skill levels. Use your conjuration sills to get a conjuration buddy. That counts towards conjuration XP.

Smithing is the easiest skill to level up. Iron ore is cheaper than iron ingots.
You can level up both heavy and light armors skills by mixing armor. For instance, I prefer heavy armor, but use light armor gauntlets.

One of the most useful enchanted weapons is one with soul trap. You need soul gems for enchanting and recharging enchanted weapons. I save the junk weapons I get like Draugr stuff, daggers or iron weapons and enchant them with the soul gems I collect.
Selling them increases your Speech skill, too.

As for perks, always put them in weapons and armor before anything else as a lot of hostiles level up with you.

Nope, that's how it works. The two previous TES games, Morrowind and Oblivion had a slightly more complicated process, in that with those two games, only specific skills counted towards level progression. With Morrowind, your Major and Minor skills were important, in that 10 skill increases from within those two groups gave you a level up. In Oblivion, Minor skills went bye-bye, so just your Major skills went towards your level. But in Skyrim, improving ANY of your skills helps you level up. No XP, just using your skills in the proper context and situations. Just randomly swinging a weapon? No skill progression. But using that same weapon in a fight? Skill progression.

Besides the advice you've gotten so far, I'll add that there are instructors who, for a fee, will advance your skill level. The sum of your skill level advances equates to your overall level advancing. I'm a novice too starting in July, 24. I spent most of my game hours wandering around the countryside. Because I was often attacked, I had to use my weapons skills so advanced. Hint: be sure to save often.

Don't really need guidance for Skyrim as it's pretty intuitive. You can find things if you look carefully, unlike other games where they tuck an important item on some impossibly hard to reach location you would never think to visit unless you knew about it from a YouTube video. That's what makes Skyrim so fun to play, you can play the game without feeling you're just following instructions. Likewise, quests are not so easily broken from playing without a guide but it does and likely will happen. You might want to glimpse crafting and enchanting mechanics online but it's not hard once you get going. The skill tree provides hints on shaping your character.

Er... Use the skills, and the perks tell you what they do... some of them aren't worth getting though, but they vast majority do...

You level up by increasing skills. Skills increase by using them. As they get higher level, they take longer to level up.
That's really all there is to it. The perks give good description of what they do.

Cabbage, leeks, potatoes and tomatoes, make vegetable soup, eat vegetable soup and then just shield bash everything forever and that's how you play
