Only thing I can think of is maybe the area west of Winterhold North of ?Alflandt? where they have 3 or more Talos Shrines all within site of each other. Who needs that many shrines?
But to your point. Likely they fell through the world space and ended up....no idea where things go when they pass through the Void.
The item could have fallen thru the floor.
It's a vanilla location, sunken ship. You are correct in the location though, it is west of Winterhold, close to Ysgramor's tomb.
Ever since I installed Frostfall I don't spend much time in the water (Especially anywhere near Dawnstar or Winterhold. There always is some "Furious Snowstorm" that shows up the moment I get there.
I found it in my first playthrough of Oldrim, never bothered again, the underwater content of skyrim is utterly underwhelming...
when there is plenty of stuff on land to find.
Are there 3? If so it could be at another. I only found the two listed in the uesp (or two of the three.)
Well, it is flagged on the UI if you're close enough to it. I wasn't looking for it I was just hanging out exploring. There is no way I would have discovered otherwise. I'm guessing that instead of flagging on a flat plane, the flagging is extended to a depth instead. The location doesn't count as discovered on the world map until you dive down to it.
(It also didn't hurt that I have a helmet of waterbreathing.)
As I said I found it on my first playthrough of Oldrim, which meant my Oblivion playstyle was still firmly entrenched, so exploring the water was a must....
Soon abandoned underwater though, they simply didn't put enough to make swimming interesting in Skyrim.
Just in that general area off the top of my head:
1. One near the frozen mamoth near a standing stone (tower/Lock one?)
2. One out on an iceberg west of College.
3. One near Rat Brewary North Eastish of College (Par of Lost Students quest).
