correct, no levelist variants. Because no one uses it once they use it for what it's for. don't forget the CK is right there, just install it... you can "fix" it or make your own leveled list if you want to bother... it's actually a fairly involved weapon definition, like 8 parts, you got the blade, the glow effect, the 3 projectiles, each powered by an auto-cast enchantment, and 3 bits of papyrus scriptlets to make it so you don't have to refill it with soulgems to "cast" the spells when you swing.... a great item to learn how all that stuff is connected and utilized, actually! The blade also has a cant_enchant flag on it, I'm guessing if you removed that and head to the enchant table...

I use it, mainly cause it's an effective tool for level 1 challenges. The blade beam doesn't level up 2 handed, just make sure the sword itself doesn't hit anything. Combo'd with veggie soup is quite effective.
