What some may experience is that, since the save files are located in: Documents/My Games/Skyrim Special Edition/Saves, the Documents folder is usually backed up by OneDrive by default. So, if you delete saves, at times these are then restored from the cloud. This can also be the case if using the Steam Cloud Save feature. It is recommended to disable both of these features so that you retain full control of the files at that location.
The save files within the folder are numbered followed by a number sequence and a location. If you have several characters, the sequence just after the save number will be different. If you can deduce which number sequence is for which character, you can then delete these to remove a character completely. These files are also used for backup in case someone is building a custom mod list and has made changes they want to be able to roll back to in case of an issue.
