Murder is by definition unlawful. Therefore murder is a crime.

And there is a difference between something not being wrong and it being a crime.
I could point out loads of example were something is utterly wrong, but not a crime.
I can even point out a few were something is a crime but not morally or ethically wrong.

Murder by proxy is the way to go. In one play through I had Skyrim Immersive Creatures or similar installed. Wolves took out Naxzeem just outside the Whiterun stables.

That's required in BG3 to have every non-random-generated NPC dead by the end of the game. The player must orchestrate several deaths while unbridled murderhobo works for all the others. (I missed just one NPC because I had already killed a required NPC who was the only one who could kill the other NPC. I'm not going to kill Scratch a second time just to 100% all deaths.)

not aware of ANY npc in Baldur's Gate 3 that the player can't kill.
there are several chances to get NPCs to kill themselves or others, but the only unkillable NPC I have encountered is the Githyanki Lich Queen, and you just have to placate her.

Even if it's Nazeem, it's a crime. Yes, he's arrogant. Yes, he's self-important. But the question isn't whether you CAN kill him, but whether you SHOULD kill him, and the answer to that is "No, you shouldn't".
