Long version:
I don't use UBE, so the following is just a matter of my quick and dirty reading of the webpages, but simply to use UBE you only need the UBE mod and it's update + the following requirements as far as I can tell:

None of the mods addressed by the Patch Compendium are required for using UBE.
The Patch Compendium is listed as "Optional, but why not". Speaking generally, remember that you don't need a given patch unless you are using the mod combination that patch is intended to resolve. The UBE Patch Compendium uses a FOMOD installer, so it will not install unneeded patches unless you goof something up. An example of why you might need the compendium is if you are using UBE, SG Brows, and The Eyes of Beauty. You would run the Compendium's installer and select only those two patches.
