Can someone help me with this weird glitch?

I’ve noticed this in some of the cities in the game now, in the vanilla version of the anniversary edition. It’s like the shadows of objects disappears for a moment at certain angles and times of day and lighting conditions. This is without any mods installed.

I know in the video it says that mods were loaded but I have cleanly uninstalled and reinstalled the game on a pure vanilla save file started from scratch, this issue persists. Seems to be with the newer anniversary edition updates to the game.

Did you use mods other then creation club content? Uninstalling and reinstalling the game will still have those mod files in the game. Have to delete the entire skyrim se folder and the one in your documents folder(my games, skyrim special edition), empty the bin then uninstall and reinstall.

I did when I made this video, yeah. A handful of Nexus mods plus the AE content. To cleanly reinstall the game I uninstalled from Steam > deleted the Skyrim My Documents folder > deleted the Steam Skyrim folder > deleted any form of MO2 folders for Skyrim > deleted the appdata local Skyrim folder

Then I reinstalled Skyrim fresh on Steam, played it completely vanilla. I still have this weird flashing glitch issue. It doesn't happen all the time either, there are very specific conditions that need to be met for it to happen such as the correct time of day, fog, etc. It seems to be random. The only place I can consistently get it to occur is inside Mistveil Keep in Riften. If I stand near the entrance and move my camera around all the shadows on the back wall behind the Jarl will disappear and reappear.
