Stuttering camera movement (potential fix)
So things were working well for a while. But suddenly moving the camera would make everything stutter like crazy. The game still ran at a solid 60fps (even tried with 144 and solid fps still). I also didn't experience anything when simply running around. It JUST happened while moving the camera.

I was about to go crazy. Restarted the game. Turned on/off VSync. Changed FPS limit. Disabled mods, Tried every single "fix" mod I could find. Messed about in the .ini files. Nothing helped. Until...

For some reason, I thought to simply turn off and on my mouse. And voilà! Suddenly it worked!

Don't ask my why it worked. I'm not knowledgable enough to say. (if someone is, feel free to share with the classroom). But I thought I'd post this here just in case someone is experiencing the same issues and is looking for a fix :)

It could honestly be anything. there is a CPU affinity trick you can try

DPI or polling rate/report rate issue likely. Idk which is to blame for your issue and how much its your mouse, mouse software or skyrim but thats likely around the origin of the issue. Personally only had that issue in 3 games, far cry 2, gta4 and space engineers. I have g502 with 500 dpi and 125 report rate settings.
