Is there a console command to modify perk value?
For example, if I want my One-Handed perk to give 200% bonus instead of 100%? And can I/how would I create a bat file in order to apply these changes whenever I start the game?

You'd likely have to edit the perk in the Creation Kit to get your wanted effect.

Try a good mod like Vokrii or something similar if you want to make the perks better.

There is no console command that can alter perks.

There is no console command to change perk values, only to add or remove a perk. and a command to check if you have a perk. You will have to change perk values either in the Creation Kit or with SSEEdit or, as already mentioned, a mod that provides you with what you want.

Ok so I followed your advice and downloaded SSEEdit. I found the strings related to the Enchanter perk (20%/40%/60%/80%/100% Better Enchantment) and the value to change EPFI - Data : Float 1.200000 (20% Better Enchantment). Now in order to keep this as compatible as possible, how should I save these changes? Is it possible to only use this "float" value without having to call on any other vanilla value in case other mods does? If so, how do I save my changes so they take effect in my game?

If you change any values in SSEEdit, you will have to save the changes as a new mod, and activate the mod in your game play, although you may already have figured this out.

~Yep, that's what I did, but I don't see the changes in my current playthrough (my character already has the 5 perks). I'll test with a new game and see if then it works.

I can confirm the effect are not active even in a new game...

So, it has to do with the One-Handed and Enchanter skill trees. Which perks and which values did you change? Are you using any mods that alter those skill trees?

No just Enchanter skill from the Enchanting perk. I'm not using any mod that alters the Skill tree. Here's a picture of the modified value in SSEEdit :

while some perks you can tweak from console, most are pre-defined; while you can turn them on or take them away from console, you can't easily redefine them without knowing the variable names, and you can't reliably invoke papyrus from the console even with mods, the way you can in Fallout 4's callglobalfunction... (for example the papyrus to take away a perk is normally done like Game.GetPlayer().RemovePerk(PerkName) and if you need to be in CK already to look this up, well, just change it there and make a mini-mod... :-)

however you CAN change your base actorvalues that those perks are applied to; for example 'player.modav onehanded 300' would boost a maxed-out 100 1H to 400, and THEN apply the 100% perk, so you'd be doing 800... multiple ways to the same end, after all.
