Note about a meeting

I found a note hanging from a arrow in Ramshackle trading post the note reads "Meet me at midnight" but nothing happens, I don't know if its a easter egg from the other elder scroll game or a cut quest.
Any ideas on what it is, or what it means?

Well known as that is where you get Glass Bow of the Stag Prince.

Unfortunately there are issues with the bow not being stored in the correct location on the NPC. Have to do some special workarounds to actually obtain it.

I have never seen this before in my 1,410 hours on the game and I played through oblivion and played the previous games morrowind but havent really played much daggerfall and arena so but i dont think thats a refrence to a previous games and is this a mod do you have mods installed and i am not really recoginze the name of trading post

Nah, none of my mods add a note in the middle of nowhere in Solstheim

There is no quest, just something that happens. Well, it is a location for the unrelated Pain in the Necklace quest, but the note itself has nothing to do with that. You have to arrive there between midnight and 6 AM. You can not get there early and wait. The NPC will not show up that way.
