If you hit the wikis you should be able to find the locations of the ebony mines, which would probably be easier.
that seem to be a good barter buying ingot and make better armor or weapon with smith items and sell them back to them and level up. same can be done in alchemy.
most do this automatic then they have the gear.
If you want lots of the stuff, Gloombound Mine at Narzulbur has piles of the stuff.
Also you need to befriend an orc to go to Gloombound mine safely, go to markarth and clear the mine, then talk to the miners and then talk to the orc there and he will tell you you will be welcome. You can also do that at Karthwasten iirc, similar mission.
I see your point, but since the OP specifically said he is level 27 (the level the ebony ingots start spawning in merchant chests) he likely did look at the wiki and is confused at why they are not appearing.
You don't have to befriend the orcs though to mine there. They will nonstop tell you to leave, yes, but they won't attack on sight.
An outsider attempting to come in and bankrupt your entire community by stealing all of its EXTREMELY valuable ores is a good enough reason for them to off whoever it is in my opinion. My understanding is that the orcs aren't exactly pacifists either.
(Not sure if you want to do this but its possible: If you buy from a vendor, thet quicksave, kill the vendor, quickload and buy again you will find his inventory refreshed. With new ore / bar or other new items)
I used that old dagger method to level up if that's what you mean.
