should i install game again ?
If this is a laptop, check to see if the onboard graphics is being used rather than the dedicated card. If the former is default, I would set the latter for Skyrim SE.
I would then delete the Skyrim.ini and SkyrimPrefs.ini from the documents folder. Then I would launch the game using Steam and reset the graphic settings from the menu options box.
I would install and use BethINI Pie (Nexus mod tool) to edit and manage the ini settings to match any requirements for Community Shaders or ENB. After which I would launch the game using SKSE.
IF everything appeared to be correct in-game, and SkyrimPrefs.ini was set for my preferred ENB,I would backup my ini files so that these could be dropped in if there was ever an issue.

I have been modding Skyrim for 11 years and have used Vortex (NMM before) since it was released without issues.
i will try this any video explaining how to do this ?
you said Skyrim update... are you sure? there was no update, was there? go look at your download history, what was it, what size was it?
so no mods got updated, just the vortex app did, and this is tanking your fps like it's running on a calculator? this sounds like the Skyrim "update" download was a shader cache update, and this slowdown is the result of shader cache corruption, just go delete that under \steamapps\shadercache\ kill the 489830 directory then fire up the game. See how that goes.
i'm having a similar problem and it makes the game unplayable.
I hadn't played the game for a bit over a year.
Only now i've decided to come back to it. The first thing i did was update Vortex and launch the game.
As soon as i'm I felt the choppiness it was obvious what did it.
all i got was 19 - 23 fps
I had set up everything so Skyrim itself wouldn't update but i didn't account for Vortex breaking things with a update.
The difference in frames from last time and now was atrocious.
losing 60+ frames hurts a lot...
any kind of order you disabled them in? or was it just any 10 mods at a time?
I ask this because a lot of mods have dependencies and become unstable when you separate them.
