Starting to feel like video bait with these threads.
Dagger:x2 8 dam apiece total dam on 4x hits= 1,920 DAM...
Dont forget x2 speed duel attacks, I can do 3k840 dam in 4 secs that's enough to K,O a Legendary Dragon outright.
With Invisibility, u can K.O a Legendary level dragon, b4 it knows ya there
4x duel daggers= 1 dead legendary Stream Centurion, without it seeing wot hit it.
Scale that up with Daggers doing 20 dam apeice and thats 76k dam

The best weapon is a player crafted one, you might not get a stagger on every hit, but you can enchant it with whatever you want. The damage will also be much higher on something like Dragonbone Sword.
OP, what makes a weapon "best" isn't the enchantments it has, or how much damage it does. What TRULY makes a weapon "best" is how well you're able to incorporate any given weapon into your playstyle. If your playstyle is set up for a specific kind of weapon, then any weapon that falls into that category is best FOR YOU. If you've made and enchanted the weapon yourself, even better, as those enchantments will have been chosen to fit what you want to see in a weapon.
It's not the best sword as powerful but it's fun to use.
As for the stagger effect, you don't NEED a magical weapon for that: all you need is to hit your opponent hard enough, and power attacks are the easiest way. It even says that here: https://en.uesp.net/wiki/Skyrim:Combat#Staggering. That same section even gives details on how to increase your chances of triggering a stagger, like specific perks or Shouts. A enchantment effect isn't needed.
It can stack the enemies with "unlimited" hits. The action is "instant".
