As for the banner in the armory there should be an option for it in the mcm
At least Legacy of the Dragonborn was mentioned in OP. Those items are also mod content.
I would say it is safe to say that mods are involved.
OP did you get the notice: Thane of Winterhold display added?
I haven't done the civil war on either side yet, so Korir is still there. I know he has a lot of bugs associated with him, but i couldn't find any information online in relation to this one in particular.
Since the vanilla reward (leveled loot called the Blade of Winterhold) is replaced by LotD completely, and because guards still recognize me as Thane, I think that all of the vanilla aspects of the quest are triggering as normal, it's just the LotD aspects that are bugged.
Something I noticed on completion of Dawnstar's Thane quest, when I did that I got a message saying I'd unlocked thane status. That does not appear in Winterhold. All that happens is that I have the misc quest completion and I can tell guards I'm thane, the game might not actually recognize that I did anything at all.
LotD v6 has a debug menu in the MCM where you can activate the thane display banner manually, in case that ever bugs out. And the Legacy of the Dragonborn fan-made wiki will offer console IDs for all of the items that are supported by the museum, including Zim's weapons, so you can manually spawn in the rewards that way. Not an ideal solution, but at least not a progression halter.
