1. Install XP32 Maximum Skeleton

You don't actually need FNIS or Nemesis for a basic install unless you want to use more complex combat animations. RaceMenu is required when using XPMS(S)E Racemenu Plugins or MCM.
2. Install FSMP - Faster HDT-SMP (the second link you provided).
There are several requirements listed. Focus on the 'Mandatory' requirements. The one's marked 'Necessary' are related to the included MCM.
3. Install Cloaks of Skyrim (first mod you linked)
4. Install Artesian Cloaks (or the relevant file 'Cloaks of Skyrim SSE HDT-SMP' under Options)
Yes, I do have it working. I also use the Retextured mod as well.
Clipping is not unusual. There is also an occasional wild flapping in the wind; especially when a body lies on the ground.

That is the issue. Then use Cloaks of Skyrim SSE HDT-SMP instead of Cloaks of Skyrim Retextured SSE HDT-SMP
I guess in theory the Cloaks of Skyrim Retextured SSE HDT-SMP should work with new mesh but from what i remember it didnt but if you just use the retexture and not mesh change you get retexture + physics working.

Also if you install the other cloak mods dont use the single file for physics that includes all its broken just get each individual download for mods you want to have physics.
Only thing I can figure is you missed the requirements section on the nexus pages.
