Blood on the Ice

Okay so I know this quest is buggy as hell but I have to come here and ask for some help
Basically, it won't start no matter what I do, not even commands have done anything (setstage, resetquest, etc.)
For context, I DO HAVE MODS. the ones that may be affecting it are Open Cities, but I read on the patch notes and this was apparently fixed, like, 10 years ago, and Unofficial Skyrim Special Edition Patch, which I installed specifically to TRY and fix this
Other than that, I do have the strange necklace (the necromancer one before it's an actual reward) in my inventory, though nothing I saw said that could break it, but knowing this game it probably does.
I've looked high and low across reddit, steam, nexus, and unofficial wikis, and haven't found anything, here's to hoping SOMEONE can.

Why are you banned, cheater? If we're stalking profiles and all.

You can't get banned for cheating on a single player game.
You can get banned for comments on the forum... and profiles are open to being inspected unless you make them private, which I recommend everyone does.

Visit Windhelm constantly at night, or go to Hjerim and pick up at least one of the Beware the Butcher notes scattered on the lower floor, then talk to a guard.
However keep in mind that if you want the Necromancers Amulet you have to pick it up and take it to Calixto before talking to Viola

The quest wont trigger if the guard is killed. And yes he patrols outside the city sometimes and can be killed by you or a dragon. I have had this happen to me before when i was camping the bridge for a Stormcloak kill for the armor and shield for my collection.

And yes it is a specific guard in the city and not a random one.
