I remember that back with windows 7 it needed xbox 360 driverers (windows ten by default
has it already)
There is a guide some where in the pinned topics but I can't find it right now.

Go to
C:\Users\Owner\Documents\My Games\Skyrim Special Edition
find:
bGamepadEnable=1 (make sure it's 1 and not 0)
Launch the game and once in game open the >>>Menu>>>settings >> gameplay >> and enable controller>>> then exit the menu and play your game
If that doesn't work
exit game
go back to
C:\Users\Owner\Documents\My Games\Skyrim Special Edition
delete the 2 (configuration files) .ini files
SkyrimPrefs.ini
Skyrim.ini
Then Launch the game Menu>>>settings >> gameplay >> and enable controller>>> then exit the menu and play your game.
