The fact that the Stormcloaks and Thalmor have no issue with it should tell you quite a bit about their leadership (which is literally the fault of the led for following that leadership).
While I am opposed to the Empire on a personal basis (Problems with authority) they are acting always in self preservation. Everyone else. Well they are just ♥♥♥♥♥♥♥♥!
I am pretty sure you HAVE to trade a city. You may have an option of which. Then the other side wants one and same deal you have an Option.
I don't know what plays into it and what choices. I mean if there was an option to tell them all to shut the #($* up, I am the one that would do it.
You do yes, but only minor holds, Markarth and Riften can remain Empire and Stormcloak respectively.
So I don't have to give the Stormcloaks Markarth? How do I deny them this when Ulfric immediately demands the city during the meeting? What dialogue option do I need to select to prevent this & ensure Markarth remains under imperial control? Does kicking out Elenwen have anything to do with it?
I will give the full info in two posts.
Pre-Negotiation Elenwen stays +1 Pro-Imperial choice
Elenwen leaves -1 Pro-Stormcloak choice
Phase One: Imperial Demand Riften and The Rift are given to the Imperials (no choice) +2 Pro-Imperial choice
Phase One: Stormcloak Counter-demand Markarth and The Reach are given to the Stormcloaks (only if The Reach has not been taken) -2 Strong pro-Stormcloak choice
Morthal and Hjaalmarch are given to the Stormcloaks -1 Weak pro-Stormcloak choice
Falkreath and its hold are given to the Stormcloaks -1 Weak pro-Stormcloak choice
Phase Two — if score is positive or zero
Each of the following options is offered (if available), and can be accepted or declined until the score reaches zero or there are no more options.
Falkreath and its hold are given to the Stormcloaks (only if Falkreath Hold has not been taken, or not previously offered.) -1 Pro-Stormcloak choice
Morthal and Hjaalmarch are given to the Stormcloaks (only if Hjaalmarch has not been taken, or not previously offered.) -1 Pro-Stormcloak choice
Phase Two — if score is negative
Each of the following options is offered (if available), and can be accepted or declined until the score reaches zero or there are no more options.
Stormcloaks pay compensation for the massacre at Karthwasten +1 Pro-Imperial choice
Dawnstar and The Pale are given to the Imperials +1 Pro-Imperial choice
Winterhold and its hold are given to the Imperials

You have to keep the balance by conceding to both sides.

What causes me to get either of the two options in the meeting?
If I join the Stormcloaks - will Tullius stand up and demand Riften? Or is there another way to trigger Tullius demanding Riften? Can I still join the imperials after the meeting if I joined the Stormcloaks first?
