Most tend to make Elven NPCs a bit easier on the eyes (less gaunt, angular, and alien looking faces) without fully abandoning their distinct physical traits like their skin coloration, eye textures/color, etc.
As far as a mod that entirely replaces them with LOTR/The Witcher type Elves (ie humans with pointed ears)?
I can’t say I know of one but I think it’s likely someone made one - or at least did it for certain characters and followers.
Yet, there are man NPC replacers that change the faces to look more human.
I suggest to take a look at nexus.
There are also specific pc replacers. Do a search for presets on nexus and you will have 100's of choices to choose from.
Aesthetic Elves (Mod) and yea elves looks stupid in Skyrim
Well I am not sure about every elf in the game, but I do know that mod authors such as pandorable and the bijin series change a lot of npc's in the game to look much better, including the elf ones.
