B) Make sure that library path is correct. Did you name it SteamLibrary2? Or is the 2 a stray number?
C) If your using Vortex, it stands to reason your using SKSE? IF so, you DON'T launch from Steam. Ever.
What does it say if you launch it using the SKSE launcher?
If your not using SKSE, then, what happens if you launch the game using the SkyrimSE .EXE itself (Not the launcher)?
D) Error writing has a few causes, full disc, bad permissions, corrupt files or a bad harddrive, but need more information to say.
You could try to validate your installation through Steam and then run vanilla launcher once outside of Vortex to setup INI path correctly.
