Probably never as this is the 5th in a series, not a standalone. The full title is "The Elder Scrolls 5: Skyrim" (well Special Edition since it was updated for 64 bit systems).
As for The Elder Scrolls 6: subtitle unknown, that is a ways off. After Starfield launched they announced that TES 6 moved into full development. Many speculate on how long it will be, but I think most expect no sooner than 2026 and even that is being hopeful.
The game was originally launched in 2011. So is over a decade old. Many have provided mods to update the look among other things. But only so much you can do with such a classic game.
(yes this is a real question. I was curious since you specified that. I know practically nothing about the Witcher series).
You don't remaster a teaser trailer. That would be a waste. They need to make a new one as soon as they have enough to go on. And the new one better have actual clues. Myself I thought we were seeing the landscape from the view of a Dwemer airship, the movement through the sky being the 'hint' they alluded to.
Concerned about graphics on a teaser from years ago seems a bit much to me. Some things will have older graphics and we shall deal with them. Don't have to replace every couple of years.
Due to the fact they hadn't even done the pre-production work let alone any work on the game.
Which means the landscape shown is meaningless, Bethesda admitted it's just generic landscape, not indictative of anything, let alone location. We also know nothing about the plot, timeline, or even if there are any callipers....
If they leave out paintbrushes again I'll be pissed off.
