You could try to see if it works, but i don't think you'll get above 20 fps.

my internet is slow it will take me really long time for me dowland plus ım trying to get 30 fps you think it can be in like lowest quality?

Even if you were able to play with all graphic settings at low and see 30 FPS, the small amount of RAM will most likely cause the game to crash or lock up after a few minutes. Even if you allocated more virtual memory it would still struggle.

Maybe, if you bought it new. But production year 2015. I would say you bought a 2d hand item.

I see you refunded.

When you get something better i do suggest to look into it again some time. If you do look for a more modern laptop, get at least something with 16 gigs of ram, 32 is going to be the norm soon. a 1TB SSD, an i5 processor or an AMD comparable one and at least a gtx 50 card. That is pretty much a low end gaming laptop but should allow you to play good games for some time.

If you want something better, you'll probably have to invest twice as much money.

Also 7GB RAM is an odd number. Usually you deal with 2, 4, 8GB, etc. sticks.

You can try it out. I'm on a intel uhd laptop
I used lossless scaling to achieve 60 fps (lock fps at 30 which is half of my refresh rate) then letting lossless scaling do frame generation and it looks great due to upscaling.

did you turn off any shadows and some stuffs inside the ini file? install performance mods? the game itself alone is too unoptimized, I thought I was not able to run this game well until I installed mods that prevented from uninstalling it again. I do not have the best setup out there with an i3-1125G4 cpu with 8GB of ram.

The mods that helped my setup with fps:
SSE Engine Fixes
SSE Display Fixes
Skyrim Project Optimization
eFPS - exterior fps boost
No More Radial Blur
Papyrus Tweaks NG
Recursion Monitor
Insignificant Object Remover
Low Resolution Particles
Vanilla Script (micro)Optimizations
Skyrim Priority SE AE - CPU Performance FPS Optimizer
Optimized Texture for SSE
Lightened Skyrim

I was also able to run Skyrim flora overhaul mod too with its separate performance variant which has optimized and downscaled textures. Many animation mods and some combat mods like precision. Lossless scaling made it possible for me to even play this game again from start.
