Could be wrong resource priority, overwritten support file etc.

Since you have said that FNIS has been executed multiple times, I guess the animation aren't "known" the game. I saw that SL uses SLAL to load in json files. I guess you have to get SLAL and have SL load these files? That explains those dependencies where one of it is to be able to read json files.
The description of SLAL mod is very clear on that matter. I've quoted it
I would say you are missing a support mod and some importing?
That said, FNIS is indeed getting old. I have also moved to more recent solutions. Fore did one heck of a work with the long code, but no one is managing new features to it, after old man retired.
I don't see the issue's with Nemesis... Auto creates a dummy FNIS plugin, so you don't have to worry about that, and the actual process is simple.
Update Engine.
Run Nemesis.
Close Nemesis.
Deploy mods.
Profit?
If it fails to find behaviour files, just run it again, but that's only ever happened to me on first install. Running again solves it.
One day i'll take a look at Pandora, as it's been mentioned a number of times now, but im in no rush as Nemesis is simple and does what i ask it to.
And are my mods supposed to show up in Nemesis' browser? Because they aren't.
The slider box at the top? Not all, no. Tick the ones you DO have that show up there, like Retimed Hit Frames or True Directional Movement if you use those, but you'll have a few that won't be in that list.
How did you install Nemesis? And where is your game installed? (Just me trying to eliminate all bases as potential causes.)
If Update Engine is only getting to 2%, something's blocking it from working.
It comes back to the above questions. if you installed the game in Program Files, Windows has a tight grip on that folder, and blocks a lot of things from being done.
I just install it with Vortex like any other mod. Never had an issue with doing it that way.
Adding to the Tools section of the Dashboard makes it easy to access.
You don't need to install it manually, with Vortex atleast. I don't know how MO2 handles it.
Just as well as Vortex does. I have just installed Nemesis and resource folders through MO2.
The "problem" with MO2 is that people do not know how to properly use executables with them. You can install modlike tools like FNIS, Nemesis, BodySlide (etc.) through MO2 normally, but adding executable to list needs an extra step.
Executable must be added from RIGHT hand panel DATA tab, where installed folders open as tree. Right click the application and select "Add as executable..."
This will include the executable in to MO2 application list with a correct path. No need to fiddle with manual installs at all.
Actual tools (xEdit, CK, xSE etc.) are of course another matter. Those are added directly from application menu, or already appear in the list after installing them.
As for Nemesis, I installed it manually. Into the data folder.
