"Divine amulets are available as random drops or bought at Radiant Raiment in Solitude."
See that page for locations where they may be found in the world or what NPCs may drop them.
Good luck and happy hunting!
I started using this after wasting too much real-time time bouncing from shop to shop so I could finish building my house. And conceptually, priests have to move the merchandise too
There is always a Zenithar amulet outside of Riften. As you approach Riften from Shor's stone near the watchtowers, there's a path going to your left that leads back to Shor's Stone.
Just past that, as you look to your left, you'll see a path going up the hillside. That's where the shrine is, as well as someone or something that will be mean to you.
If the Hall of the Vigilants has been destroyed in your playthrough and you haven't investigated it yet then you're bound to find amulets on the dead vigilants' bodies.
You should be able to buy Amulets of Mara in Riften (you may have to ask about marriage when talking to the priestess.)
Don't step on the stage though, until the execution is over.
That one is a quest item, you're not gonna be able to use it for adding the shrine to a Hearthfire home.
