Hjaalmarch Stormcloak Camp

Hi there, I was wondering why I could look at the Stormcloak camp in Hjaalmarch from Dragon bridge (a clearly imperial outpost). With it being between both Dragon bridge and solitude I felt like lore wise this just doesn't make a lot of sense relative to the conflict - as they would surely be found out immediately and scuffed away. Does anyone know of a mod that edits hjaalmarch and moves the camp away? Much appreciated

There's also a Stormcloak camp outside of Helgen that you pass by during the vanilla opening scene. There are a lot of things that don't make sense. For instance the guards in Solitude will tell you that Jaree-Ra is looking to hire someone, as if they have no idea who he is or what the details of the job offer are. At times you'll hear an NPC declining the job offer.
Just go with the flow to protect your sanity.
