No idea which mods are in the wrong order, SSEedit will tell you the last mod to change something (or someone), but the last mod to change them isn't necessarily the mod that's messing up those NPCs.
If I had to guess its probably AI Overhaul who's the culprit (immersive citizens too) I just don't trust that those mods will have good compatibility across other npc related mods, but personally I'd like to avoid a patch fest if I can.
Yeah Yeah, I was trying to avoid showing people a mod list like this, but I wasn't expecting to mod a game where if you screw up one thing you have to restart from scratch!

kinky stuff aside;
- Are the NPC's affected wearing the outfits they're meant to be, but they're simply invisible? Are they wearing the correct shoes, gloves etc..?
- Is it in their inventory?

- Do they not have any outfit at all and are thus "naked"?
First is a problem with SOS and other "male" mods, which use a slot for the "male organ" which some outfit mods use, as it's own exclusive slot, and will render anything else linked to that slot as invisible.
You have TNG, so this affects you. It also applies to women, as it takes the slot, and slots are not gender specific.
That means things like skirts for women might be invisible, while they have a body slot item equipped, if the skirt is the same slot as the "male organ". (Because the "male organ" slot is removed when armour like Iron or Steel is put on, because you can't see the male organ when clothed)
Only fix is to change the outfit slot in NifSkope of the affected outfits (Beyond removing outfit mod/"male" mod)
I can't walk you through this, im not skilled in Nifskope....
If it's the second question, it means another mod is conflicting with the NPC's clothing record, and they're being given an item that can't be worn with their body slot clothing. (Such as a helmet, and clothes with a hood. Game can't display both, so the helmet will unequip the hooded clothing)
Could also be that you didn't build the outfit in Bodyslide.
If it's the 3rd one, it's major mod conflict.
