How the hell I forget Apachii Sky Hair... That one i used on my last playthroughs. The KS Hairdos alone is 876 different hair styles, Apachii Sky Hair has 216....

I modded my skyrim a lot but never did the hair.

To get modded hair on NPCs, you would need a mod that distributes the styles, like "NPC Apachii Hairstyles" or maybe distributed by one of the distributor frameworks. Don't ask me how, because I don't use them.
