Because at the moment I don't see any graphical difference
The anniversary update (not the DLC, but the free patch) gives newer generations consoles a graphics update by giving them 4k support.
Other then that neither the update nor upgrade does anything for the graphics.
So for PC, no tech/effects update like from oldrim to special edition.
