Off Hand I can name quite a few. Dragon Age Origins. Mass Effect 1 and 3. Daggerfall. Fallout 4 (But not by Much). Dying Light. Ultima 7: The Black Gate.
Phantasy Star (all 4 main games). Space Crew. Fallout 2. Borderlands 3, Unreal Tournament 3.
Added: Both Red dead Redemptions, Wing Commander 1 and 2, Privateer. Thunderscape. Buck Rogers Countdown to Doomsday (Sega Genesis version), Shadowrun (Sega Genesis), Starflight, Star Control 2. I have played Video Games since the 70's, so I will just say.
Skyrim is not best, but Modded Skyrim I have spent and spend the most time on .

Well... there are a lot! I have been gaming since the early 80's. Adventure, for the Atari... for such a basic game.. we put in way to many hours. The original FF7 for instance for the original Playstation, that game alone I put in well over 4k hours.. got every single materia to max level, got all characters to max level, super bosses defeated. Finished the end game in 3 rounds! Pretty well 100% the game. That game is still among my top pick, I would rather play the original than the updated (which i have).. no problem with the updated.. just like the original.
Final Fantasy for NES. Another game I put way to much time in.. maxed every character.
River City Ransom for NES. One of the all time co-op beat em ups for the NES... great skill system to.
Lots more that can go before Skyrim.
I like Skyrim... my hours prove that (3k+) but I cannot call it the "best" game ever.
Divinity Dragon Knight Saga/"Director's Cut" would have been closer to Skyrim than Original sin 1/2, IMHO.
Back to OP;
Better? In what way? There are better RPG's, better "Sandboxes", better combat, better magic spells etc.. in many other games.
Skyrim is loved because it does a bit of everything. It's a jack of all trades kind of game.
Yeah they said they're stepping away from the Forgotten Realms, which is pretty disappointing to say the least as there's so much lore to explore in D&D. Great game though, and highly replayable.
Aside the two things I mentioned, graphics and animation, I can't think of a single thing Skyrim does better than Oblivion.
If you add Greyhawk, Eberron, and other successful D&D series you have enough lore to fill an actual library....
But yeah, it was a shame that Larian said they aren't doing any more D&D.
I have replayed it several times, mostly because I get so far with a build and get bored...
Best build I did was a Hill Dwarf Wizard, because he started off with armour proficiencies (I forget if it was medium or heavy armour).
As much as I enjoy Kingdom Come: Deliverance, for example, it will always be the tale of a peasant boy who is the bastard son of a noble trying to rise in station. It will never allow one to play another character of another race with a different background.
The other Elder Scrolls games have better RPG mechanics but do not control as well and have markedly inferior presentation so I could say that Skyrim is a side-grade to them therefore equals but neither better or worse.
