What you can do is to add this game to your wishlist and wait for a sale. Even at a -75% discount, you can get a Special Edition game with all DLCs offered at a price that matches the original DLC prices. There is almost no reason to play the old Skyrim from 2011 as this game here is far superior on various elements, not to mention the excellent mod support.
Or see if you can get DLC keys by third party sellers. There may be still some floating around.

If your only incentive is not to pay for SE then you should not buy the DLC for Oldrim either.

There are few listings of the Legendary version that has all dlc for lest than 10 bucks.
Don't buy used DVD versions b/c they already belong to another account.
Fanatical has SE for 9 bucks.
also i just found out i could ask a refund on the hearthfire DLC depsite me having bought it in 2016
I was interpreting it as "want to buy a DLC for old Skyrim"...
If you have bought a DLC already, it should be provided to you, yes. You can manage your DLC by going into the game settings in the library. If you're in library, find back the game in the left list. Right mouse click there and then click on "properties". A small window will appear. If you select "DLC", you should find back your DLC there with a checkbox. If you want to have it in your game, ensure it is enabled.
and do workshop items ALSO cause the files missing message to pop up. i uncheck the 3 mods as well after the files missing message but i still got the message ( the DLC were checkmarked in steam)
You could wait for SE to go on sale.
He no longer owns the game, but apparently still owns the DLC, and seems to think that Steam have broken some law..... they haven't.
People can buy DLC for games they don't own, one reason is so they can gift it to others...
But even if they couldn't, there is no legal requirement for them to parent people who are supposed to be adults.... no moral requirement either....
