Personally, I’ve used JK Skyrim and all his interiors and outskirts for years. They’re a staple. Some people don’t like his liberal use of clutter and decoration, but I love it. It makes places feel more alive and lived in (also great places to loot when you’ve become friends with the owner…or you’re a thief).
The people who aren’t keen on JK usually go with Spaghetti’s mods because they’re only light touch ups.
Never used them, never will.
Using just JK though leaves you wanting in certain areas - he really doesn’t do that much with the smaller villages and cities like Falkreath, Dawnstar, and Winterhold and he doesn’t cover all interiors.
I’ve found that using the HS interiors and Snazzy interiors mods for ones not covered by JK are nice. Both HS and Snazzy have their own flairs but they follow that JK pattern of using clutter and decorations to make interiors feel more alive and worth looking around in - even when it’s just some random NPCs house.
For the villages I use the The Great Village/Town of… series. Definitely makes them look unique and more worthy of visiting, and expands them a bit.
The COTN series is great for Falkreath, Dawnstar, Morthal, and Winterhold but I found out that trying to use them all along with the rest of my mod list was just too much for my PC to handle.
So I just use COTN Falkreath because out of all those cities, I feel like Falkreath deserves to be bigger and feel more like a city. My only gripe with it is that you need to be careful about load order because if you don’t sort things the right way, COTN Falkreath will look really messed up in some places - especially heading up to the Jarl’s place. It also kinda bothers me that there is some noticeable clipping in certain areas and I think it’s just like that.
Redbag’s Falkreath is also very popular but I’ve never tried it.
TGT of Dragon Bridge + JK Dragon Bridge was an interesting combination but I just couldn’t get it to work right and gave up.
Enhanced Solitude and Enhanced Solitude Docks sounds and initially looks amazing, but it’s a compatibility nightmare that’ll have you pulling your hair out unless you’re ONLY using those two mods and nothing else. It’s also pretty performance heavy.
I’ve found that combining JK’s, JK’s Solitude Outskirts, and the somewhat recently released Weaver’s Lane achieve a good feeling of Solitude being larger, more populated, and being a capital city.
I may try sliding Enhanced Solitude back in there and removing Weaver’s Lane on my next playthrough though. The area I had the most issues with when I tried using these before was mostly outside the city and around the docks, not so much the interior of the city.
I used the Riften Docks and Southwoods District mods once but they didn’t wow me.
I would love to use Immersive College of Winterhold and JK’s College of Winterhold but I switched from ELFX to Lux and there isn’t a proper Lux patch for that combo. Trying to use that combo anyways results in flickering textures, floating objects, and missing walls…really sad, because that combo is a great mixture of ICOW’s additions/expansions and JK’s decorations and lived-in clutter.
But I prefer This Is Riverwood mod, and it works well with Mystical House mod and Ivy Riverwood Addon mod (adds a small shrine near Riverwood gate)(this mod is also compatible with Blubbo's Riverwood).
For Whiterun, the CC mods Welcome to Whiterun and Whiterun Exterior serve the purpose of making Whiterun feel more welcoming and cheerful.
Mods such as Fabled Forests and Grass FPS Booster (works with vanilla grass or popular grass mods) are highly recommended. They make the environments of Skyrim wonderful.

Haven't had chance to test it yet.
If a mod places too many objects you might get problems with navmeshes.
Im having a ton of compatibility patches for LUX, Dragonborn, Grass and others. Running fine here.
Bannered Mare is good for CTD's. Many mods touching that cell. No issues at other locations.
