Ahtar Solitude's executioner, cant get his kill the bandit quest

And Captain Hargar is still alive at Broken Oar Grotto and I had no other kill the bandit quests to do

The only thing I can see that might of bugged him up was using player.moveto too get too General Tullius in Solitude to get the prisoner release order for Thorald to do a peaceful ending for Missing in Action

I installed the Unofficial Skyrim Modder's Patch - USMP SE [www.nexusmods.com] mod today which allows you to get the prisoner release order no matter what for Missing in Action

I think I may have to do Ahtar quest and enter Solitude by the gate and then do Missing in Action after wards
