Overall I spent half-day just to start the game normally.
Now comes the funny thing - I did all that on winter holidays and after playing dropped game after few hours since I was p*ssed of by all that fighting with system on unmodded game on entirely new windows and hardware (i.e. no leftovers of something, no possible conflicts with other games whatever). But I made it - it was working.
Now I got sudden urge to play again and first thing I saw is that game is kinda stucked on initial screen with no interface shown and "dragonborn" sign strangely misaligned. My resolution for game in launcher was correct. Thankfully I remembered that there is such file as skyrimprefs so I checked and guess what, game resolution after update was set to 4k despite initially it was 2k. Wtf.
I remember the days when I was playing games from BBB (Bioware, Bethesda and Blizzard) and that was probably best period of gaming I had. Unfortunately that time is long gone and what remained is utter s**t with weird regular updates (I guess something related to the shop), preventing playing even good old products.

Be sure Steam and Skyrim SE are allowed through the Windows firewall:
Windows 11 -
Open Windows Security.
Click on Firewall & network protection.
Select the “Allow an app through firewall” option.
Click the Change settings button.
Check that Steam and Skyrim SE are allowed through the Windows 11 firewall.
Windows 10 -
Press Win + R keys together on your keyboard to open the Run dialog.
Type CONTROL and press OK.
In the Control Panel, click on System and Security.
Select Windows Defender Firewall.
Click on Allow an app through Windows Defender Firewall.
Check that Steam and Skyrim SE are allowed through the Windows 10 firewall.
