Report a translation problem
Crits only do half the base damage of a weapon as added damage. For example, a deadric sword has a base damage of 14, so a normal crit does 7 extra damage so if both perks are active and work a crit would do 10 or 11 extra damage.
It's not a crit. It's 25 + 25 = 50 percent extra damage bolstered specifically towards when you stand still and power attack - the vanilla one-handed and two-handed "downward swing" animations, or however that animation should look if you've modded it.
Right, I was thinking it was boosting the critical damage, my bad. Still after looking I cannot find a solid answer for this, since it doesn't specify a weapon type it should stack. The only way to do it would be to test it yourself.
If you want to do it without spending any skill points or leveling you can use the console to add the perks.
