The other two option are Mora's Agony and Mora's Grasp.
Agony summons tentacles to poison enemies, but it's not that strong.
Grasp Freezes enemies in place for 30 seconds, however it also makes them immune to all damage.
I agree that is probely the best but the shout upgrade is nice depending on where you are. Although don't go with the fire shout upgrade. While the summoning of fire wraiths are kinda cool their A.I is trash and unless you're mid battle they wont move or follow. Plus the cool down for only level one sucks enough you wont be able to get multiple fire shouts out in a battle.
That's a different book, the Book OP is talking about the one locked away in his Tower, not the one from the Dwemer Ruin.
I agree though, I had used the fire upgrade during the civil war to wipe out a group of enemies, and they almost all died, and thus summoned some wraiths, which then procced to agro my allies. Note that I did NOT hit them with the fire, they arrived after I had dealt with the enemy.
