Report a translation problem
If you modify an existing follower/NPC, add basic dialogue, then pretty easy.
If you build it from scratch, add complicated dialogue, add dialogue for certain situation/scenes, add quests, then it gets more complicated...
There should be guides out there for creating a follower for skyrim (unless they got taken down)

My suggestion would be to just edit an existing mod...but add/change so much that it is so far removed it can't be considered to be the same universe/name as the original.
LOL...kind of like some...if not too many...modern remakes and media crossovers. (TV --> game, game ---> movie, etc.)
