I did the quest I wait a bit to get a letter from her didn't came after a in-game weeks and every time I talk to her she says the thing when you adopt a child over and over how do I fix this or get around it?

Each kid you adopt needs two things; a Child's Bed, and a Child's Wardrobe. Does the house have these things for each kid? If the answer to that is no, then that's why you can't adopt another.

I got ten kid beds and their staff they need, and when I came back all she said is the same thing

I assume those 10 beds are combining all the ones at your various properties? Do you have any children adopted currently? Without a mod, you are limited to only 2 children. It doesn't matter if you have available beds at other locations.
