1. There's no workshop on SE. it was very buggy on LE, and bethesda didn't maintain it.
2. Most mods were ported to SE. Which ones are you missing?

'' cheating Chests Whiterun '' , '' Cheating Chests Riverwood '' , found near the blacksmiths
in their respective town / city for all your crafting needs . I don't know about skill books , you can find a LOT of cheat stuff in '' Dragonborn crafting hall '' , located near Riverwood ,
all on nexus . Also ( i think beside the nexus search engine ) bring up '' mod categories '' / cheat should help you find some of the stuff you need .

ah yes starting chests are good for basic things :) I found mod: Instant mastery- it is old mod but works well in 2024 :)

Not seeing ANY mention of workshop in the OP, or any indication it was editted....

Skills from books is vanilla.... they are called skill books, and there is a list of them on the wikis.

Now there are mods that add skill books, and you can search nexus for them, it's entirely possible that a mod added Alchemy books to a chest.... but the only books in a chest I know specifically about is the spell books in a ruined tower (AE content)

Combine these two statements

And you may come to two conclusions, it's highly likely that he meant the workshop, and that both of your posts were completely unnecessary.

you could also just player.advskill "skillname" 1.000 until you are where you want to be

Better use incPCS <skill name> instead.
