Report a translation problem
folder shows game needs DirectX jun 2010 and vcredist 2015
either download from MS or go to folder
...\steam\steamapps\common\steamworks shared\_commonredist
install DirectX dxsetup.exe and vcredist 2015 .exes with admin permission
game installer "is supposed to" do this but sometimes does not maybe because of permission issues. I believe the xinput1_3.dll and x3daudio1_7.dll are from the directx. game might have crashed before checking for vcredist2015 dlls so you are in the same install folder might as well install both.
I also posted this in Old Farts Coffee House. They say I needed to install the older DirectX runtime that works with older games like Skyrim, which they linked for me, and I've installed that. The only other question I have is the other dll, the dinput? That has to do with controllers I guess. Does that go in the Skyrim folder?

I don't know how to make sense of all the data that is in the cloud.txt file, but what I do is there's an awful lot of "upload failure" lines. It seems to only have a problem syncing on exit. I mean, that's when I am getting the cloud error message. I am using a VPN; could that be the issue? Maybe the server I'm using is the issue, and not the VPN itself. I've been using the VPN for 4 years, and haven't had any problems with the cloud until now, if that is the reason.

one possibility is the issue is temporary and only that server has a problem.
