FNIS
I have no idea what I've done wrong.
I've been looking through a lot of different posts about this, and i've tried every solution i can find, nothing works.
This is what FNIS says:

I already have Skyrim running from outside Steam and Program Files(x86), and i already added FNIS to MO2 the PROPER way with the data tab. I've changed the path directories, and the FNIS exe file IS there and is capable of running, not being blocked by Windows or anything else.
The only possible issue i can imagine there might be is the fact that i have the Vortex Manager installed, but i have no idea how that might break anything.

On another note, when i try to start up the game everything SEEMS to work fine despite the warnings.
I normally wouldn't ask for help on this kind of thing because the mods still work, but the download site for FNIS says "DONT IGNORE WARNINGS" so here we are.

Copy FNIS to the game folder manually.

1.Install Fores New Idles in Skyrim SE - FNIS SE (XXL is better)
2.Install FNIS Creature Pack SE
3.Right click overwrite "Clear Overwrite" and "Open in Explore"and"Create a new folder "
and rename to"meshes"
4.Right click overwrite "Create Mod" name "FNIS Output"
5.MO2 Modify Executables

I have made the switch to Pandora Behavior Engine+. It is backwards compatible with FNIS and Nemesis and is in active development (last update one month ago), where as FNIS and Nemesis haven't seen an update in some two years.
Vortex is having a number of issues with Skyrim these days, I don't know why, but there are plenty of threads were Vortex is involved.

You’re still using FNIS, that’s what.

FNIS was the thing to have in 2015, but now it’s obsolete and Nemesis has largely replaced it.

The only reason you’d need FNIS anymore is for equally old and outdated animation packs or mods that let you ♥♥♥♥ animals…

FNIS is hardly obsolete and would be no more at fault than Nemesis. Despite what is often stated, FNIS is no more dated than Nemesis - the last update to Nemesis was May 26, 2020; FNIS was last updated February 19, 2020, so they are both about the same as far as when they were last updated - and while Fores has retired, ShikyoKira, the author of Nemesis, has not responded to any posts since April 12, 2020 - and except for uploading the existing May 26, 2020 version of Nemesis to Nexus, he has not been active either. In point of fact, FNIS is a finished mod, while Nemesis was never completely finished. The main factor in choosing one over the other is a presence of mods that REQUIRE Nemesis. If you are not using mods which state Nemesis as a necessary requirement, you are probably better off using FNIS, as there are less issues with it.

So talk of FNIS being "outdated" in relation to Nemesis is misplaced - further, FNIS is a finished product - while Nemesis still has some issues (though, admittedly, it still works as it should in the majority of cases).

It is true that many animation mods now being uploaded require Nemesis, yet there are still a great many animation mods that do not (though Nemesis is able to work with them) - so unless an individual actually has a mod requiring Nemesis, there is no absolutely necessary reason to choose it over FNIS.

If you are going to go with something other than FNIS, then, as Altbert suggests, Pandora might be something worth looking into - at least it is actively being developed.

Just to be clear, FNIS or Nemesis may seem outdated, but may still be functional for certain animations. Pandora may be a replacement if FNIS or Nemesis won't do the job. I'm already using Pandora already for several months without problems.

FNIS for creature animation(totally for loverslab mods),Nemesis for human animation(for True Directional Movement and Open Animation Replacer),if Pandora Behavior Engine plus is better,it should be FNIS+Pandora>FNIS+Nemesis>Pandora>FNIS=Nemesis.At this time,FNIS for creature animation still perfect.May be it will outdated,but not today.

I'm stuck here, what do you mean "Start in"?
I don't know what I'm supposed to click or run, i can't do the same thing that i did for the FNIS Output because when i right click the overwrite the option to create mod isn't there anymore.
